Owning a lift in Singapore comes with a unique set of responsibilities, especially when it comes to ensuring it operates safely and efficiently.

What is the BCA LEAP Portal?

The LEAP portal is an online tool that helps lift and escalator owners in Singapore manage their equipment easily. Managed by the Building and Construction Authority (BCA), the LEAP portal replaces the older OPTO system, making administrative tasks simpler.

With the BCA LEAP portal, you can renew your PTO, start new PTO applications, and apply for PTO recommissioning, all in one place.

Main features of the BCA LEAP portal:

  • Secure Login:

    You can log in using SingPass (for individuals) or CorpPass (for companies). This login method ensures a smooth and secure authentication experience.

  • Appointment of Representatives:

    Owners can let a representative handle basic renewal tasks. Specific equipment can also be assigned to a representative, ensuring better accountability for annual renewals.

  • Digital Access:

    Both lift owners and representatives can have easy access to digital reports and forms. Submission of essential documents are done online, making the PTO renewal process simpler and more efficient for all parties involved.

PTO Recommission via the BCA LEAP portal

PTO recommission involves the following sequence of events:

  1. The recommission process starts once the equipment is suspended, either manually by the lift owner, or automatically by the LEAP system when the equipment expires.

  2. The lift owner will need to specify any lift alteration or replacement (A/R) works. After which, the Specialist Professional Engineer (SPE) can begin the PTO recommission application on the BCA LEAP portal.

  3. Once the process has been initiated by the SPE, the lift owner will receive an email notification. This allows the owner to assign contractors (e.g. Test Contractor, Maintenance Contractor, Installation Contractor) and pay the PTO recommissioning fees.

Do note that the application will only be processed by the BCA once payment has been made.

What are the PTO recommission fees?

The fee for a PTO licence, payable directly to BCA through the LEAP portal, is $20 per lift. If your application covers more than 10 lifts, the cost is $200 for the first 10 lifts, with an additional $10 for each lift from the 11th onwards.

What are the payment options available for recommission PTO applications?

Owners can settle payments for recommissioning PTO applications through several methods: Debit card, credit card, PayNow, or bank transfer.

Note that GIRO payment is not applicable for recommission PTO applications. The reason behind this is that GIRO is tailored for regular deductions from a bank account. Since recommissioning PTO applications doesn't happen at regular intervals, the GIRO method cannot be used.

How long is BCA's processing time for recommissioning PTO applications?

The processing time typically takes 7 working days, assuming that your application is complete and without errors.

Can I request for an invoice for the recommission PTO application via the BCA LEAP portal?
