Who is eligible to be a lift owner's representative in the BCA LEAP portal?
Your choices are quite flexible as a lift owner selecting a representative. You have the freedom to nominate any individual or corporate entity. For instance,
A next-of-kin
A managing agent of a Management Corporation Strata Title (MCST)
A facilities management firm
A lift or escalator service contractor
While appointing a representative is optional, it's recommended, particularly when involving an unrelated party such as a lift maintenance company, to formalise the arrangement within your contractual agreements.
Do bear in mind that assigning a representative does not relieve the owner of their regulatory responsibilities.
What is the mode of login for an owner’s representative?
To qualify as a lift owner's representative in Singapore, the individual must first log in to the BCA LEAP portal via either SingPass or CorpPass.
SingPass is the national digital identity for Singapore residents, while CorpPass is the authorisation system for businesses to access government digital services on behalf of their entity. It is essential that the representative has valid credentials for one of these systems to perform any tasks on the BCA LEAP portal.

What responsibilities can a lift owner's representative undertake in the BCA LEAP portal?
Once appointed in the BCA LEAP portal, a lift owner's representative can perform a variety of tasks, including:
PTO renewal
Paying PTO renewal fees (however, the GIRO payment option is not allowed if the representative is the one making payment)
Suspending equipment
Printing PTO certificates
Resuming recommission equipment after Specialist Professional Engineer (SPE) submission
What is the process to appoint a lift owner's representative in the BCA LEAP portal?
First, log in to the BCA LEAP portal using SingPass or CorpPass. After which, the steps differ based on whether or not you want to assign equipment to the representative and whether you have previously created the representative's profile.
You want to assign equipment to the representative:
Select the Equipment List from the sidebar
Choose the desired equipment(s) from the Equipment List
Click on Assign Representative
Enter the representative's details
Choose the representative type: Corporate Owner, Corporate Representative, or Individual Representative
Specify the Access Duration
If you want to activate the assignment from the specified date, toggle the Is Active switch
Save and confirm. This is the last step if you have not created the representative's profile previously.
If the representative's profile has already been created, select Yes. This will allow the system to automatically assign the equipment to the selected representative. Note: You may only select unassigned equipment as 1 equipment can only be assigned to 1 representative.

Select Profile from the sidebar
Scroll down to view the list of Owner Representatives and select Add Another
Enter the representative's details
Choose the representative type: Corporate Owner, Corporate Representative, or Individual Representative
Specify the Access Duration
If you want to activate the assignment from the specified date, toggle the Is Active switch
Save and confirm
Are there any limitations on the number of representatives I can appoint in the BCA LEAP portal?
There are no restrictions on the number of representatives a lift owner can appoint in the BCA LEAP portal. This flexibility can be quite beneficial, especially for owners managing multiple properties or numerous lifts.
However, do note that each piece of equipment can only have one assigned representative.
Can I delete a representative from the BCA LEAP portal?

Log in to LEAP:

Select Representative:
Select and confirm the representative whose details you wish to delete from the list
