Step-by-step Guide for BCA Lift PTO Renewal

Renewing your lift’s Permit to Operate (PTO) is critical to comply with the Building and Construction Authority (BCA)’s lift requirements and Singapore’s safety regulations.

However, navigating the lift PTO renewal process on the BCA Lifts and Escalators Application (LEAP) portal can often feel overwhelming.

At Hin Chong, we understand the challenges involved and are here to simplify the process for you. This step-by-step guide will walk you through everything you need to know about renewing your lift’s PTO and printing your PTO certificate via the BCA LEAP portal.

If you're looking for information on other PTO-related matters, click on the following links to learn more about:

BCA Lift PTO Renewal Process

The following are steps to take after you’ve logged in to the BCA LEAP Portal.

Step 1: Select the filter which states “PTO Expiring in 3 months”. Note: You will not be able to renew your lift’s PTO if it is not expiring in 3 months.

Step 2: Select the lift that requires renewal by checking the checkbox.

Step 3: Click the “Renew PTO” or “Pay Renewal Fee” button to start the PTO renewal process.

Step 4: Check and confirm if the Test Contractor is the correct Contractor. If not, click the “Change Contractor” button to change it.

Step 5: If you know who the Specialist Professional Engineer (SPE) is, you may input the SPE by selecting the drop down box. The field will be pre-filled with the previous SPE assigned to the equipment. If you’re not aware of who the SPE is, you may leave this field blank.

Step 6: Click the “Next” button on the bottom right to proceed.

How to Print Your Lift PTO Certificate

The following steps are applicable if you have to print your PTO certificate.

While PTO renewal needs to be done annually, you do not need to print or replace your hardcopy PTO every year. We have explained further about this in our lift PTO renewal FAQs.

Step 1: Select Equipment List from the sidebar menu

Step 2: Select the lift(s) that you want to print PTO certificate(s) for, by checking the checkbox.

Step 3: Click the “Print PTO Cert” button to download the PTO file.

Once you’ve printed out your PTO certificate, ensure that it’s prominently displayed within your lift car.
